Inactive cannabis licenses are climbing as California companies struggle to stay in business. Inactive licensees don’t make money, or pay taxes. Many of the inactive licenses are equity businesses, who are already facing a de facto tax increase as the cannabis equity tax credit is set to expire on 12/31/27.

California’s licensed retail footprint has flatlined at roughly 1,225 active stores since mid-2023, as 57% of the state’s cities and counties still prohibit cannabis dispensaries, according to the California Department of Cannabis Control (DCC).

The State of Cannabis in California

My sociology teacher always said, “things that are thought to be real are real in their consequences.” I spent the weekend at the Meadowlands cannabis conference, and although I did plenty of weed smoking and hanging with friends, I also did a lot of listening and thinking about public policy, systems of governance and regulation, and how cannabis fits in to these frameworks.

Enough people believe in our systems of governance that the effects of those systems are real in their consequences, and there are still many people incarcerated in this country for cannabis convictions. Prohibition is bad policy, but often enough so is regulation. Looking around the conference, I was struck by how much smaller it was than in past years, and how hard the small operators are struggling to stay afloat.

Plant medicines are part of what has made us human, and access to medicinal and food plants are fundamental human needs and should be treated as human rights. When public policy makers craft legislation and regulatory packages that limit adult access to plant medicines, unnecessary suffering and negative impacts occur. Enforcement is patchwork and affects communities in different ways based on race and socioeconomic status.

After a decade of participation in conversations around cannabis policy, I’m often disheartened and disillusioned by the state of cannabis in California. The lockout of the vast majority of operators unable to meet the costs and administrative requirements of burdensome regulations is a continuing travesty. The economic impacts on producer economies are real and are being felt throughout the state. The lack of retail in many parts of the state and the inability of local jurisdictions to move meaningful policy reform forward means there are many places without clear access for cannabis.

On the other hand, as legalization initiatives and regulatory packages are being unrolled around the country and the world, there is unprecedented conversation about cannabis at all levels of government. The human effort at creating systems of governance continues in an iterative process. Prohibition ends one state at a time, and although the regulatory schemes don’t often seem much better, there is still so much work to be done to end incarceration and free the many people in prison for cannabis.

It’s hard to find footing and direction in policy development when so many levels of government seem broken and corrupt. The frustrations of dealing with bureaucracy at the local and state level, the asinine nature of federal Prohibition, the obscene lobbying and money in politics are all good reasons to be angry, yet the work must continue to move towards systems of governance that are more just. Big appreciation to everyone who puts in time and effort to make change possible, civic duty in action is empowering to behold.

One of the threads of conversation this weekend was about creating safe space for people to be able to participate in cannabis consumption. New York’s framework allows for cannabis to be consumed anywhere that tobacco consumption is authorized, fostering more protection and less likelihood of negative law enforcement interaction for impacted communities. These types of steps towards access and safe spaces should be recognized and replicated.

I love the sharing and camaraderie that cannabis inspires. I love that when I smoke it, I become more reflexive and able to see the world from a different perspective. Cannabis makes me want to be a better person, and I love that it teaches me so many lessons, even though some are not easy, or are not what I want to hear.

I hope that over time we will see true normalization of cannabis and other plant medicines, and that access to quality food and medicine plants can be fostered for more people, more often. It’s weird to feel both hopeful and daunted at the same time, but I still believe in a future of small businesses, cooperation and mutualism based on shared values. Senators Introduce Revised Marijuana Banking Bill

Senators Laud Revised Cannabis Banking Bill

A bipartisan group of senators on Wednesday introduced a newly revised bill to give state-legal cannabis companies access to business banking services. Dubbed the Secure and Fair Enforcement Regulation (SAFER) Banking Act, the legislation is sponsored by Democratic Sen. Jeff Merkley of Oregon and Sen. Steve Daines, a Republican from Montana.

The bill is a revamped version of the Secure and Fair Enforcement (SAFE) Banking Act , a bill to provide cannabis companies access to traditional banking services that was passed by the House of Representatives seven times. Under current federal law, providing such services is strictly regulated, leaving many businesses—particularly small, independent operators—without access to bank accounts, credit card processing and other financial services. As a result, many businesses operate strictly in cash, leaving operators and their customers and staff vulnerable to crime.

The new cannabis banking bill comes only three weeks after the Biden administration recommended that marijuana be reclassified under federal drug laws. Last week, congressional researchers reported that the DEA is “likely” to follow the recommendation to reschedule marijuana from Schedule I to Schedule III of the Controlled Substances Act.

After the newly revised legislation was introduced, a group of senators including the bill’s sponsors and co-sponsors Senate Majority Leader Chuck Schumer of New York, Arizona independent Sen. Kyrsten Sinema and Wyoming Republican Sen. Cynthia Lummis released a statement supporting the legislation, noting the measure is scheduled for a Senate committee markup hearing to be held next week.

“This legislation will help make our communities and small businesses safer by giving legal cannabis businesses access to traditional financial institutions, including bank accounts and small business loans,” the group of senators wrote in a joint statement . “It also prevents federal bank regulators from ordering a bank or credit union to close an account based on reputational risk. We look forward to the markup of this bill in the Senate Committee on Banking, Housing and Urban Affairs on September 27th.”

The new bill is the result of months of negotiation between senators over some provisions of the original SAFE Banking Act. Key changes to the bill cited by MJBizDaily include a requirement that federal regulators “develop uniform guidance and examination procedures – including legacy cannabis-related deposits” and “update guidance related to hemp-related businesses and service providers.” Regulators would be prohibited from ordering banks to close an account “unless there is a valid reason.” The legislation also includes language to protect employees of state-legal cannabis businesses attempting to obtain residential mortgages funded by federal programs.

Former Top FDA Official Predicts Agency Will Make Schedule III Marijuana Recommendation With 'Election Cycle' In Mind

A former top Food and Drug Administration (FDA) official believes it’s most likely that marijuana will be put in Schedule III of the Controlled Substances Act (CSA) following an ongoing administrative review ordered by President Biden last year . FDA is mindful of political factors such as the 2024 election, the official said, so a policy change may come sooner rather than later.

Howard Sklamberg, who previously served as chair of FDA’s Marijuana Working Group from 2014 to 2017, spoke about the possible outcomes of the review, the impact of rescheduling and the agency’s timeline on a Mindset Capital podcast released on Thursday.

There are two things that “certainly won’t happen” with FDA’s scheduling review, Sklamberg predicted: a recommendation to keep cannabis in Schedule I or guidance to deschedule it altogether.

The agency has more flexibility since it last looked into marijuana scheduling, in 2016, so maintaining the status quo is unlikely, he said. On the other hand, descheduling “would be extremely difficult for FDA” given regulatory restraints.

“As far as the Goldilocks position, if I were a betting man, I think the most likely outcome will be Schedule III,” said Sklamberg, now an attorney at the firm Arnold & Porter. He added that while Schedule II is still a possibility, it wouldn’t have the same practical impact on issues such as allowing cannabis businesses to take federal tax deductions. FDA isn’t supposed to be “results-oriented,” he said, but the context does matter.

The former official also discussed the government’s rescheduling timeline, pushing back against the notion that the review process will take years as it has in the past.

“This is not on the normal timetable. They are aware of the importance of the issue, the interest of the issue, the White House’s interest in the issue—and they’re frankly aware of the election cycle and the administration’s term coming to an end at the end of 2024,” he said. “I think all those things come together.”

“Weed 7: A Senior Moment” premiered Sunday, August 6, at 8 p.m. ET/PT on “The Whole Story with Anderson Cooper.”

CNN — Prior to filming our first documentary on cannabis a decade ago, I was highly skeptical about its use as a medicine. I had even written a story for Time magazine a few years earlier to make the case that the evidence simply wasn’t there.

But, as so often happens when we start to dig into things, a different picture started to emerge . I traveled the world, visited tiny labs and, most important, spent time with patients — even young children — who changed my mind. I came to the realization that in some cases, not only did cannabis provide relief, it was the only thing that did so.

Yes, there are real risks, as with most things. And of course, it’s not a panacea. Nothing is.

While it is not something that will work for everyone, that should not mean it isn’t available to anyone.

Over the past few decades, we have experienced one of the most significant and uneven legal evolutions ever seen in the United States. Up until 1996 , there wasn’t a single state that had legalized cannabis for any purpose, but now 38 states and the District of Columbia have some form of cannabis legally available, while it remains a Schedule I substance federally: “drugs with no currently accepted medical use and a high potential for abuse.“

The dissonance is deafening. In some states, it is still a crime to carry cannabis as a medicine, even if it quells the seizures of a small child.

Most remarkable to me is the demographic switch. Seniors — people over the age of 65 — are now the fastest growing group of cannabis users in the United States. Right now, we are witnessing a sort of “senior moment.” Honestly, it blows my mind.

People who grew up during the war on drugs and were in the formative years of their life when they experienced the impact of “Reefer Madness” are now willing to try cannabis, often for the first time. More often than not, according to recent studies, seniors use cannabis daily to help address some of the nuisances of aging: poor sleep, aches and pains, mood. And they regularly prefer it over the other medications they were often prescribed, such as sleeping pills, antidepressants and even opioids.

It’s why I decided to venture around the world again for our latest documentary, “ Weed 7: A Senior Moment. ” If it is true that cannabis could help decrease the number of medications seniors are taking, that could have tremendous implications.

Since 2020, The United States has spent $4 trillion a year on health care, of which almost $580 billion was spent on pharmaceuticals alone in 2021. When it comes to seniors, 30% of people over the age of 65 take five or more pharmaceuticals every day. But as they have increasingly turned to cannabis instead of pills, the expectation is that prescribed medication use may decrease.

As you will hear in the documentary, we witnessed a story emerge of more plants, fewer pills.

I also heard incredible personal stories – people like super congenial Ken Tillman, 94 years old, pretty healthy, still driving his nice Cadillac around Palm Beach, Florida. The first time he went to a dispensary, he was reluctant, shy and even a little embarrassed. The day I met him, however, he showed me around his dispensary, cracked jokes with the budtenders and was very specific about the strain he wanted: “mostly CBD, but some THC as well,” he told me.

He never even considered cannabis until he was 91. “Would never touch the stuff,” he told me.

“What made you start?” I asked.

“Sleep,” he said. “Just kept waking up in the middle of the night.”

Like one-third of the global population, Ken had developed terrible insomnia, and it was getting worse as he was getting older. None of the medications prescribed for him provided real relief, either not really working or keeping him groggy too far into the next day.

The hardest and most frightening thing about Ken’s insomnia is where his mind would take him while he lay awake in bed. He told me that in those moments, he started to ask the particularly haunting questions of life. “What are the things I wish I had done but no longer have the time to do?”

“Could’ve, should’ve, would’ve” was how Ken described it, with tears in his eyes. Honestly, it was painful to listen to someone who has come to the realization that too much time has passed to fulfill their dreams and visions.

But, here’s the thing: The story turned out well for Ken. With cannabis, not only did his sleep improve for the first time, but his existential anxiety was also quieted. For Ken, cannabis was far more than a sleep supplement. Again, it’s not to say everyone will have such a profound response, but for Ken, it was the only thing that really worked.

Part of the problem is that for many medications, we have a pretty clear idea of how they function. With cannabis, however, consisting of more than 100 cannabinoids and more than 400 other compounds, it is more complicated.

It often surprises people when I tell them that we have an endocannabinoid system . That means we humans have receptors for cannabinoids, and we even make cannabinoids ourselves. We are little cannabis-creating and -consuming creatures.

The purpose of the endocannabinoid system, according to esteemed Israeli researcher Dr. Dedi Meiri , is not to treat any particular ailment but rather to create balance in the body, known as homeostasis. It is when that homeostasis is lost, he says, that we become more susceptible to those nuisances of aging: sleep, pain, mood. As you probably surmised by now, as we get older, we make fewer of those cannabinoids, become deficient and increasingly lose the homeostasis. It is why Meiri recommended that his own mother use cannabis for her sleep issues.

Annual Sonoma County crop reports over the past decades have chronicled one primary story: The rise of the wine grape as our most prized crop.

The fruit overtook milk production in 1987 and has since increased in cash value by 607% to $540 million in value in 2021.

Over the years, the reports have told many other tales, such as the demise of once-coveted crops — namely, prunes and pears — and the persistence of apples from its heyday of the beloved Gravenstein to a niche crop now surviving in its use in hard cider and apple cider vinegar.

Agriculture, after all, is always evolving and changing — including the rise locally of plant-based food manufacturing. That was especially the case over the past year.

In 2021, cannabis was included as part of the tally for the first time in the report and it showed a remarkable $123 million in cash value ― not including hemp, which is legal under federal law. The figure included about $1.6 million in such nursery products as seedlings and plants.

That makes marijuana the third most valuable crop in Sonoma County. Weed was barely edged out by milk production for second place by a difference of less than $2 million.

Discovering the Endocannabinoid System

The Endocannabinoid System (ECS) is made up of neurotransmitters, endocannabinoids, enzymes and receptors that enable our bodies to benefit from cannabis. The roll of the ECS is to create homeostasis (balance) in our bodies. The ECS regulates a variety of bodily functions including sleep, mood, memory, appetite, reproduction, and pain sensation. The discovery of the ECS is less than forty years old and researchers still have much to discover about how the ECS affects the health and well being of humanity. What lead to its discovery?

In 1964, two Israeli scientists, Raphael Mechoulam and Yechiel Gaoni, isolated and identified tetrahyrdocannabinol (THC) as the agent responsible for the "high" associated with cannabis. Dr. Mechoulam also clarified the chemical structure of several other cannabis components, including cannabidiol (CBD), a non-intoxication molecule. He named these unique plant compounds "cannabinoids."

In 1988 at the University of St. Louis, Professor Allyn Howlett and William Devane discovered that a rat's brain contains specialized protein molecules in the cell membranes that are activated by THC. They named this cannabinoid receptor CB1 and found them to be abundant in the brain and spinal cord. In fact, all animals with a spinal cord have CB1 receptors. Next, enter N-arachidonoylethanolamine, the first endogenous cannabinoid neurotransmitter identified by scientists. (A neurotransmitter is a chemical that nerve cells use to send signals to other neurons.)

In 1992, a trio of researchers at Hebrew University in Jerusalem – Raphael Mechoulam, William Devane, and Lumir Hanus – isolated a novel lipid neurotransmitter that binds with the CB1 receptor in pig brain tissue. They called it “anandamide,” Sanskrit for bliss, a word suggestive of its mood-altering effects. Fun fact: Anandamide is also found in chocolate.

In 1993, a second cannabinoid named CB2 was discovered. CB2 resides throughout the immune system, the peripheral nervous system, metabolic tissue, and in many internal organs. This discovery shed new light on the powerful relationship between cannabis and inflammation. It also showed that cannabis can be a viable treatment for a host of autoimmune diseases.

Generally, when someone is buying cannabis the first thing most people ask for is the THC content and the strain type (Indica, Sativa or Hybrid). There is a long standing misconception that the higher the THC level, the greater the "high" will be. Now that cannabis is legal, studies are showing that there is more at play in producing the psychoactive effects associated with THC. Those players are called Terpenes.

Terpenes are aromatic compounds that determine the taste and smell of plants, herbs, trees and cannabis. Recent studies are showing that the psychoactive effects of cannabis are produced by the combination of THC and the terpene profile present in a specific strain. Terpinolene is a lesser known terpene with a smaller presence in most cannabis strains - but do not count it out as a viable player! It has a key role in defining the taste, smell and a strains's effects - both medically and recreationally. The smell of Terpinolene is hard to detect among cannabis strains because of its multidimensional aroma. Unlike Pinene that smells like pine, Terpinolene smells piney, floral, herbaceous, and even a little citrusy. The way Terpinolene expresses its unique profile is dependent on the other terpenes present in any given strain. A word that comes up often when describing Terpinolene’s taste and smell is fresh, its effects as relaxing. Its fresh scent is one of the reasons the essential oil of Terpinolene can be found in soaps and perfumes. In nature, Terpinolene is present in lilacs, tea tree, nutmeg, cumin and apples. Cloverdale Wellness opens on the boulevard

Cloverdale Wellness, a dispensary on South Cloverdale Boulevard, opened its virtual doors earlier this year. While Cloverdale Wellness opened up for both curbside and delivery service on April 20, the doors to its South Cloverdale Boulevard location will remain closed until more COVID-19-related guidelines have been lifted.

“Our intention here at Cloverdale Wellness is to really focus on the medicinal portion of the dispensary,” said general manager Eleanor Gomez. “That’s important to us, not only to distinguish ourselves from other dispensaries, but also as a way to elevate cannabis in the minds of people who have no knowledge of cannabis — to bring it out from the shadows and to highlight it apart from adult recreational (use)”

Gomez said that once the dispensary opens for in-person shopping, her and Frankston hope to have sections devoted to adult recreational use, one for medicinal use and a third section where the two groups cross over.

“So that your medicine can be fun, but also that your fun can be medicinal,” Gomez said, noting that one of her personal goals is to “elevate the perspective of the average person on what cannabis is and how it can benefit them or someone they love.”

Cloverdale Wellness received the green light for its dispensary permit in May 2019, following over a year of discussion about which cannabis dispensary applicants to issue permits to and how many permits the council wanted to allow. Cloverdale Wellness first put its hat in the ring under a different name, California Wellness, for a possible permit when the city council was first deciding the first dispensary permit to award. In May 2018 , the council awarded the city’s first permit to Red Door Remedies located at the south end of town. When it came time to award a second permit, Cloverdale Wellness was awarded a permit in a 3-1 city council vote.

“We are greatly relieved to have gotten through the process and gotten to the point where now we’re open for curbside and delivery service, and we’ll soon be opening our doors to the public,” said Daniel Frankston, Cloverdale Wellness procurement manager, when asked how it feels to be open after a multi-year dispensary permitting process.

In an interview shortly after the business’ opening on April 20, Frankston said that there are two factors helping determine when the business opens for in-store customers. The first, he said, is dependent on the improvement of statistics relating to COVID-19. The second revolves around a goal to open in conjunction with the beginning of Friday Night Live.

With its walkable, bikeable downtown, Cloverdale is a wonderful place to play. The dates for the Cloverdale Arts Alliance's popular Friday Night Live free concert series have been announced, and we can't wait! This 18th season of weekly outdoor concerts in Cloverdale's downtown plaza is scheduled to run for 14 successive Fridays, July 2 to Oct. 1.

“Friday Night Live promotes the best of Cloverdale and small-town America” says Cloverdale Arts Alliance Executive Director, Mark Tharrington. “We believe a vibrant local arts scene raises the quality of life for our entire community. We are booking bands and getting ready, with the understanding that planning live outdoor music events has potential unknowns. We are optimistically anticipating the FNL venue in downtown Cloverdale will lend itself to compliance with pandemic-related restrictions, and CAA will be able to obtain necessary permits.”

Funding for Friday Night Live at the Plaza is generated by generous local individuals, businesses, winery sponsors, and event concession sales. Over Mother’s Day weekend, Cloverdale Citrus Fairgrounds was pleased to welcome Butler Amusements, Inc. for a four day “pop up” carnival. Butler Amusements has provided the Carnival rides and games at the Cloverdale Citrus Fair for over 40 years. As state guidance allowed for fairs and amusement rides to safely reopen in mid-April, Butler added Cloverdale to their route. The carnival was held outdoors on the Citrus Fair parking lot and offered 15 rides, 10 games and two food concessions. There were rides for the young and young at heart. Gate admission was free and the weather was beautiful. Sounds of happy screams and laughter filled the air, as did the smell of yummy carnival eats. Seeing guests leave with snow cones, goldfish, stuffed animals and smiles brought so much joy to the community. Katie Fonsen Young, Chief Operating Officer of the Citrus Fair, thanks everyone who supported the event for their adherence to the safety protocols that made the carnival both safe and fun!

Speaking of fun, who loves to laugh? Jackie Evans has brought a lot of laughter to the town of Cloverdale over the last couple of years. Melanie interviewed him recently and this is what he had to say about his love of comedy and putting on shows for the town he loves.

"I love to see people having fun. It is not about money, it’s about getting people together and having a good time. I notice that everybody forgets their problems for those two hours of comedy. I had no idea what I was creating by inviting people to come, get together, eat, have fun and laugh. Some of the comedians have top billing in Vegas. Jimmy Walker, Bob Zany, Mark Pitta, Dennis Gaxiola and many others are willing to come to our small town to make people laugh. They can’t wait to do more shows here in Cloverdale. All 7 shows at the Railroad Station Restaurant sold out in 24 hours."

Jackie's future plans include doing a Comedy Show at the Citrus Fairgrounds and a free Comedy Day at the Park where everyone brings lawn chairs and picnic baskets. He also wants to be available for fundraisers like one he did for the Senior Center. Jackie says his bottom line is to "Continue to bring the art of comedy to Cloverdale. Comedy brings smiles and laughter to others and that’s what makes me happy."

What is CBD (cannabidiol)?

CBD (cannabidiol) is a therapeutic compound produced by cannabis. It is commonly extracted and processed into oils, gummies, topicals, and other products that have no doubt sparked your curiosity. And with curiosity comes a load of questions.

This guide is here to lend a hand and provide answers to consumers’ most common questions about CBD, starting with the most basic so you never feel lost. You can start from the beginning or jump straight to whichever CBD question is currently burning hottest for you.

CBD, or cannabidiol, is a non-intoxicating compound found in cannabis and hemp. CBD oils, gummies, and other products are continuing to grow in popularity as ways to manage anxiety, stress, pain, and other symptoms.

We typically associate cannabis with getting stoned, but CBD can be extracted from the plant to make products that come without the high or the smoke. The molecule in cannabis that gets us high is called THC (tetrahydrocannabinol), and nowadays, you can turn to cannabis-derived CBD products with little to no THC for clear-headed symptom relief.

It’s not just THC and CBD, either—cannabis produces dozens of potentially therapeutic compounds called cannabinoids. We’re slowly getting to know them as legalization spreads, and so far, they seem pretty friendly to us humans and our many ailments.

How does CBD work in the brain and body?

Each of our bodies has a set of receptors that interacts with cannabis compounds called cannabinoids, like CBD. These receptors, found throughout the body, comprise the endocannabinoid system (ECS), a complex signaling system that ensures our bodies maintain homeostasis.

Put another way, the endocannabinoid system keeps us in balance by directing the communication traffic in our bodies. Cannabinoids such as CBD interact with this system, mimicking natural compounds (called endocannabinoids) produced by the body.

In the human body, CBD influences cannabinoid receptor activity and encourages production of the body’s natural endocannabinoids. Interestingly, CBD also affects activity beyond the endocannabinoid system and can also interact with opioid, dopamine, and serotonin receptors. The ability of CBD to interact with so many different systems throughout the body suggests it has the potential to open new frontiers in psychiatry and medicine.

Can CBD make you feel high?

Unlike THC, CBD is not intoxicating. Why? Both THC and CBD are cannabinoids, but they behave very differently in our bodies.

THC stimulates what are called CB1 receptors. When CB1 receptors are activated, humans generally experience feelings of euphoria—or, for some, anxiety and paranoia . CBD doesn’t activate CB1 receptors, so we don’t feel euphoric, anxious, or stoned when taking it.

In fact, CBD can actually reduce THC’s ability to stimulate CB1 receptors, helping to block some of THC’s not-so-fun side effects. For those prone to anxiety and forgetfulness when consuming cannabis, CBD is a good tool to keep on-hand.

Election underscores voter shift in favor of marijuana legalization

Vote Analysis Shows Growing Acceptance of Marijuana

An analysis of votes cast for marijuana ballot measures in 2020 shows that while voters remain divided over legalization based on political affiliation and geography, the overall electorate has shifted in favor of accepting both medical and adult-use cannabis.

The trend should help efforts in New Mexico, New York, Pennsylvania and other states looking to legalize in the coming years .

That, in turn, would offer cannabis entrepreneurs potentially billions of dollars in new business opportunities.

Arizona provides a great opportunity to look at the changing voter sentiment over the past four years.In November 2016, Arizona was the only state where a marijuana ballot initiative failed .

Fast-forward to the 2020 election on Nov. 3: Arizona shifted 11 points, with 60% voting overwhelmingly to pass the adult-use legalization measure, Proposition 207.

And while Arizona is often seen as a red-leaning state, its counties are divided between Democratic and Republican control.

Party affiliation didn’t seem to matter this year, however: All 15 counties shifted at least 9 percentage points in favor of legalization over the past four years.

Council awards dispensary permit

Cloverdale Wellness will be making its way to Cloverdale

One more commercial dispensary will be making its way to Cloverdale.

The first item on the May 22 Cloverdale City Council meeting agenda was a public hearing regarding whether the council wanted to issue dispensary permits for two dispensaries that have had permit applications in limbo for over a year. In the end, the council voted (3-1) to award a dispensary permit to Cloverdale Wellness (formerly California Wellness), and voted against (2-2) awarding a permit to Quonset Botanicals.

When deciding to award the permit to Cloverdale Wellness, Mayor Melanie Bagby, Vice Mayor Gus Wolter and Councilmember Jason Turner were in favor; Councilmember Marta Cruz voted against.

The council voted not to award a permit to Quonset Botanicals, tying 2-2, with Wolter and Turner voting in favor and Bagby and Cruz voting against. Councilmember Mary Ann Brigham recused herself prior to the agenda item, since she is one of the permit applicants.

Prior to the council’s discussion regarding whether or not to issue permits to either applicant, the floor was open to public comment. One person, Carolyn Jansen, expressed support of Quonset Botanicals, which would have been situated next door to her.

“They have always kept me informed and let me know what’s going on … the place has never looked more beautiful than it does now and I’ve been there 30-something years,” she said. “I’m very much in favor of them getting to get their business going.”

Another Cloverdale resident, Steve Nurse, expressed his concern regarding the potential of approved dispensaries having a vibrant physical appearance, such as bright lights. Another concern of his, Nurse said, is Cloverdale being known for its high cannabis presence.

“The future of this town is not in cannabis; the future of this town is in tourism,” he said. “We need to be putting efforts in to ensure that we attract tourists to this town where they’re going to be spending big bucks and help develop this town.”

Cloverdale Unified School District Trustee Eric Higginbothom also spoke during the meeting, restating a resolution that the school board adopted last year regarding the board’s suggested dispensary setback amounts.

When it came down to questions asked of the applicants by the council, the bulk of the questions directed toward Quonset centered around the appearance of the building, since the current property sits at the head of Cloverdale’s downtown.

Right now, the corner of the property houses multiple sculptures from the Cloverdale Sculpture Trail, and applicant Ipolani Bovee indicated that Quonset would continue to house sculptures or art on the corner property, as well as continue their efforts to beautify the space.

“I just want to compliment you, the property’s looking better already,” Wolter said. “That’s a very difficult property to build things on … and I can’t wait to see that paint job you’re going to put on that old mental building — it’s going to look good.”

Cruz asked numerous clarifying questions to both dispensary applicants regarding how each dispensary will tackle newer cannabis laws — namely related to distribution and the delivery of product to the dispensaries.

Dispensary regulations deem that products need to be delivered to the dispensary fully packaged, and can’t be packaged or labeled by its retailer.

Decisions, decisions, decisions

When it came time for the council members to deliberate, Wolter spoke first, saying he didn’t have anything to discuss.

“We’ve been chewing on this long enough, I pretty much think I have my arms around it,” he said.

Turner somewhat echoed Wolter’s statement, referencing the rift that cannabis has torn through the city.

“This has been a very, very challenging topic,” Turner said. “The divide over this topic comes as close as my home. There are people in my own home that don’t agree with the direction, people in my family that don’t agree with each other on the direction.”

Turner continued, “I do take some comfort that, in a year, we will be able to review these permits. I want the people here tonight as applicants to just really understand — this is a passionate community … They’re going to pay attention, so please stick to the word that you put out, stick to the philosophy that you’re winning people over with … with that being said, I can’t find a reason to tell one or the other ‘no.’”

While both Turner and Wolter mentioned hearing cannabis-positive feedback from community members, Cruz said that she is hesitant to vote in favor of dispensaries, given the more negative feedback that she’s heard.

“Jason and I came into this game at the very end, even though we had resided and experienced the divide that happened in this town over cannabis,” Cruz said. “Even though 58% of people wanted a cannabis business, I’m not certain the 58% stands for cannabis today — or at least for three cannabis dispensaries here in town … I don’t feel comfortable voting for additional cannabis dispensaries here in Cloverdale.”

“I’m still concerned with the placement at a major entry to our community,” Bagby said, referring to the proposed location of Quonset Botanicals. “I was against it because I don’t believe that kind of use belongs in our transit-oriented development near our train station. I think that that use, if it’s approved, is going to get grandfathered in and it’s going to be there — and that property, though it has development challenges, is not going to go to its best use for this community.”

Following the 2-2 vote for Quonset, Wolter expanded on his decision.

“I truly believe this is a good location for this dispensary .... and I really would like to see this approved, I do not want to see anymore divide in the community,” Wolter said of his decision to vote in favor of awarding them a permit.

Wolter then asked the city attorney when the permit can be brought back again for a vote, suggesting that he believed Cruz may change her mind.

Cloverdale Wellness

While the folks at Cloverdale Wellness have put forth a plan that focuses on the medical side of cannabis, Cloverdale Wellness treasurer and secretary Daniel Frankston said that the business will also be providing recreational cannabis as well.

“Our emphasis will be on doing a delivery service for medicinal cannabis, but there has been a lot of input that we have received from the community — a desire to also have recreational cannabis available — and given that that wouldn’t interfere with our model to have really a clinical, therapeutic, almost a doctor’s office environment for a dispensary, we thought it would be prudent to add that as well.”

Frankston clarified that the plan would be to deliver recreational cannabis, but still maintain Cloverdale Wellness’ physical location as medical-only, appointment-based operation.

“In order to come into our dispensary, you would need to have a doctor’s recommendation and a license to purchase medical marijuana,” he said.

Once up and running, the dispensary will be located at 124 S. Cloverdale Blvd. on the second floor.

“Daniel and I are honored and grateful for being permitted an opportunity to serve the community of Cloverdale,” said Eleanor Gomez, Cloverdale Wellness general manager in a statement to the Reveille. “We look forward to becoming a part of this wonderful town and to sharing our vision of wellness."

Cannabis growing into the mainstream

Cloverdale’s Patrick King a leader in expanding industry

Patrick King’s first arrest was at age 11. It was for growing marijuana.

King has always been interested in growing things. “While the other kids were playing with Legos, I was planting flowers,” he said.

He graduated from rose buds to cannabis buds, and even though he thought he was growing in secret on wild land near his Bay Area home, he got busted.

Decades later, the world has caught up with King. A beloved figure in Cloverdale, where he works tirelessly to support local causes and even set up his own donation center for fire victims, he is equally well-regarded in the cannabis industry, where his Soil King Garden Center is the supplier, advisor and booster for hundreds of cannabis-related businesses, from backyard growers to trimming machine manufacturers.

He’s also still growing.

King has a private seed bank of rare strains and is constantly hybridizing and nurturing new varieties.

On a recent visit to Pine Mountain, a rugged and remote area above Cloverdale, he spent time with Bill and Sally Disbrow and their son Jackson, who are growing 60 cannabis plants in a fenced garden.

It was a harvest day. The massive plants had already been topped — the buds that grew toward the sun cut off so that light and air could reach deeper into the plant and stimulate another budding.

The Disbrows and a crew of trimmers were cutting, trimming, sorting and freezing high grade cannabis.

“Seventy-five percent of this farm’s production will not be smoked,” King said, explaining that his “Health before Wealth” philosophy was shared by the Disbrows, who were selling their harvest to other small operations that would make it into tinctures and into oils for “vaping,” using a device that vaporizes the active molecules in concentrated marijuana oil.

The Disbrows are happy they found King and Pine Mountain. “We lived in Florida and all the kids had left and we were looking around, saw this piece of property and bought it,” said Bill Disbrow.

“We wanted to make the property pay for itself and start a family business with our son,” Disbrow said. “And then we met Patrick.”

King helped the Disbrows with advice at first and later got into business with them on the grow. “Most people are just in this industry for the dollar,” King said. “This family (the Disbrows) are the perfect partners.”

Bill Disbrow admitted that they’ve made a lot of mistakes in their first year, and Sally shows off a smaller garden where the plants are too close together and won’t yield well.

“With Patrick’s help, we keep improving,” said Disbrow, who said he expects to net about $1,000 for each of his 60 plants — not enough to recoup the initial investment, but a start.

“A healthy harvest should bring you about a 20 percent margin,” King said.
